Nope. Sex is only mutual genital penetration. Everything else falls under some vague umbrella. *shrug* I honestly think it started with a shift, at least here, into the ABSTINENCE IS THE ONLY WAY mindset. And when they teach that, instead of responsible sex (OMG, NOVEL CONCEPT!), it attaches a stigma or taboo or whatever to genital penetration. So those girls who take purity pledges but don't want their boyfriends to think they're frigid will do 'everything but'. And that has come to mean everything but genital penetration.
